History
MAX began as a result of several cities seeking independently to replace discontinued commuter services. The Los Angeles County Transportation Commission (LACTC), in response to several independent program requests from South Bay cities, suggested that some type of coordinated action be taken. As a result, the cities initiated the Commuter Transportation Implementation Plan (or CTIP).
The subsequent study developed a route structure which consisted of a total of sixteen routes through three "corridors" in the South Bay plus one in the City of El Segundo. This scope of service was far more extensive than could be financially supported by the sponsoring cities, and a less extensive three route system was developed by the consultant which closely mirrored the routes used by the previous commuter services.
After a brief delay, the Municipal Area Express service began on April 18, 1990 In May, 1993, the Beach Cities route was discontinued due to insufficient demand and the withdrawal of Redondo Beach from MAX. Service on the other two routes continued to be successful. And in 1999, the City of Lomita joined the Municipal Area Express cooperative thus strengthening MAX’s position in the South Bay region.
In 2000 14 new buses were placed in service and MAX continues to have strong, steady ridership.
